William M. Mularie, PhD

Chief Executive Officer, Telework Consortium

William Mularie is CEO of the Telework Consortium Inc. in Herndon, Virginia and as Assistant Director for National Security for IHMC. The Telework Consortium is an organization focused upon human collaboration over broadband communications networks for remote workers and for crisis response in Homeland Security.

As CEO of the Telework Consortium Dr. Mularie directs all activities of the nonprofit Telework Consortium, a Software Productivity Consortium initiative. A partnership of government, industry and academia, the Telework Consortium is focused upon deploying high-speed communications infrastructures between workplace and home to enable high-quality remote collaboration, and to support the evolution of work traditions in the 21st Century.

He has served in several Senior Executive Service (SES) Department of Defense and Intelligence Community assignments: Deputy Director of the National Imagery and Mapping Agency (NIMA) for Systems and Technology, where he received a Distinguished Civilian Award in 1998, and as the Director of the Information Systems Office (ISO) at the Defense Advanced Research Projects Agency (DARPA) from August 1998 to September 2001. In the latter capacity he was responsible for advanced research in cyber-security and the application of information technologies, cognitive and behavioral sciences to countering new emerging threats. He also served a term assignment at the CIA Office of Technical Services (OTS).

Prior to his government service Dr. Mularie served in senior executive positions with Perkin-Elmer Corporation and the 3M Corporation.

He was a Founder of the National Storage Industry Consortium (NSIC) and the National Media Laboratory (NML), serving as Director of the latter from 1988 to 1996.

From 1981-1985, he was involved in the startup of several new business ventures, and has consulted for several Fortune 200 corporations and recently for the Finnish National Technology Agency (TEKES) in communications networks.

Dr. Mularie received his B.S, M.S and PhD degrees in Mathematics, Physics and Electrical Engineering from the University of Minnesota. Prior to his government experience his major research interests and publications were in data recording, optical communications, quantum optics, and materials science.
